What a thoughtful and worthwhile discussion of Health Sector Reforms
from Dahlgren and Schuftan on the AFRO-NETS. I can testify that from
"the belly of the tiger" here in the US that market-oriented reforms
(the ideas and social policy software seeking buyers in Europe and the
developing world) do not in any way create efficiency. Rather their im-
plementation will likely devastate other systems with the same end re-
sult we see here: greater inequities.
Since Clinton's health reform promises in 92-93 the number of uninsured
(kept out of the system of care) has climbed from 34 million Americans
to now 44 million, with the number of underinsured (10% of family in-
come goes to out-of-pocket medical expenses) has perhaps grown even
more in number and proportion. Beware of the promises of the US market
"solutions ". They haven't been properly evaluated for us up North, let
alone for nations that don't want 16% of the GNP devoted to a health
sector filled with inappropriate care and administrative overhead.
