Medical Officer (Regional Adviser HIV/AIDS and Sexually Transmitted
Diseases)

Objectives of the programme:
To provide assistance to countries in the Region, with emphasis on CCEE
and NIS, aiming at: - reducing the transmission of HIV/AIDS and STDs; -
increasing the accessibility and quality of treatment, care and support
for people with AIDS and STD; - reducing the adverse impact of HIV/AIDS
on health, livelihood and well-being of individuals and societies. At
country level, technical advice will be provided in close cooperation
with UNAIDS. To lead the AIDS/STD unit and to collaborate closely with
the STD Task Force and its Secretariat. The HIV/AIDS and STD programme
is considered as part of the overall infectious disease programme, par-
ticularly in the fields of reporting, information and communication.
The successful candidate will:
work as a Team Leader in the programme of HIV/AIDS and STD prevention,
control and care with responsibility for initiating and managing col-
laboration with national HIV/AIDS and STD prevention programmes; will
provide support and assistance in the planning, implementation, moni-
toring and evaluation of national programmes in selected Member States,
particularly in CEE and NIS; be responsible for linking HIV/AIDS and
STD prevention activities within the Regional office; organize techni-
cal support and assistance in mobilizing resources for these programmes
in Member States, working closely with the STD Task Force and its Sec-
retariat; work in close cooperation with the Communicable Diseases pro-
gramme, particularly in the field of epidemiological surveillance, in-
formation and communication; provide support for the Communicable Dis-
eases programme in general, on request.
Qualifications indicated in this vacancy are MINIMUM requirements. Can-
didates who are less qualified will not be considered.
Qualifications Required:
Education and Skills:
University degree in medicine or related health science with public
health training. Knowledge of health promotion, specially in sexual and
family health, surveillance and management of communicable diseases,
counselling, information, education and communication would be an as-
set. Managerial skills, project and programme planning. Good oral com-
munication skills, including ability to negotiate with national, inter-
governmental and nongovernmental organizations. Computer skills. Skills
in fund-raising and resource mobilization for health projects. The fol-
lowing would be an asset: knowledge of WHO policies and procedures;
skills in team-building; knowledge of databases and epidemiological
background.
Experience:
Extensive experience (at least 10 years') in the field of health devel-
opment at the national and international levels. Experience in develop-
ment of cooperative agreements with intergovernmental, governmental and
nongovernmental agencies. Experience in formulation of national commu-
nicable diseases and/or HIV/AIDS prevention programmes would be an as-
set.
Languages:
Excellent knowledge of English with good working knowledge of a second
working language of the Region, preferably Russian. Knowledge of other
European languages would be an asset.
Annual salary (net of tax):
US$ 58 486 at single rate and US$ 62 983 with primary dependants. Post
Adjustment: 35.3% of the above figures. This percentage is to be con-
sidered as indicative since variations may occur each month either up-
wards or downwards due to currency exchange rate fluctuations or infla-
tion.
