New food for a wrong thought (7)

Ever since the days of Sparta, success has depended more on people than 
plans. Too often good plans go astray because the wrong people are cho-
sen to work them. Good leadership, specially with regular supervision 
and review, is a very scarce resource, at all levels. An impressive CV 
doesn't automatically mean an impressive performance. Sadly, we look 
for 'politically correct' candidates rather than imaginative ones. Find 
the right people and the plans don't much matter!
