RFI:Voluntary Counselling and Testing

Hi fellow colleagues,

I am looking for information on what makes voluntary counselling
and testing more acceptable in one primary health care setting
compared to another in the developing countries? In some of the
primary health care centres in the Western Cape, South Africa
we are finding a problem of retaining patients after pre and
post test counselling.

Any suggestions where I can get more information??
