Background:

The Government of Lesotho's Ministry of Health and Social Welfare
(MOHSW) has initiated a long-term program of Health Sector Reform.
This program is supported by the World Bank, the African Development
Bank, Irish Aid, the European Union, WHO and UNICEF. The first phase
of the program aims at strengthening the capacity of the MOHSW to
plan, manage and evaluate a continuous process of development in the
health sector.

The emphasis during Phase 1 is on

(i) improving the retention and performance of staff,
(ii) strengthening financial management and information systems,
(iii) developing capacity to employ health and management information
to inform decision making at all levels of the system, and
(iv) forging effective partnerships with the non-governmental health
sector, with the Republic of South Africa and with development part-
ners.

The Government is seeking a long-term advisor to the Principal Secre-
tary and his senior staff to develop and institutionalise appropriate
management procedures for the Health Ministry and provide on-the-job
exposure and training for senior management staff.

Post Duration:
Approximately three years, commencing January/February 2000.

Qualifications & Experience:
MBA or equivalent, plus a minimum of 10 years relevant experience
(ideally in both private and public sector management). Experience
working in the health sector and conducting management training will
be significant added advantages. Excellent interpersonal skills and
ability to mentor peers are essential.

Reports to:
Principal Secretary of Health

Job Description:
1. Support Principal Secretary of Health in establishing effective
staff and work management procedures and Total Quality Management
throughout the Ministry of Health and Social Welfare.

2. Assist MOHSW Senior Management in determining where all functions,
responsibilities and accountabilities within the continually evolving
Health Sector Reform Program will reside.

3. Work with senior management staff to improve work processes, in-
cluding accountability and reporting, effective delegation, manage-
ment by objectives, teamwork, and performance monitoring.

4. Expose senior staff and management staff within the MOHSW to range
of business management and quality assurance principles and tech-
niques, and assist them in adapting such to their own capacity and
requirements.

5. Monitor implementation of plan for Health Reforms Program - ad-
justing targets and activities reflected in Program description, Im-
plementation Plan and budgets as informed by progress and experience,
and ensure that partners (external and internal) understand the ra-
tionale for significant modifications.

6. Ensure that Financial Controller and Accounting Unit appreciate
budget implications of program implementation progress and modifica-
tions, and forge collaboration with procurement, disbursement, re-
porting and accounting activities required to support timely imple-
mentation of the Program.

7. Establish procedures, transfer skills and capacity to MOHSW to
continue to perform such functions at the conclusion of the assign-
ment.

Salary and Benefits:

Internationally competitive. Conditions of assignment are negotiable,
and are being financed under the Government of Lesotho's Credit
Agreement with the World Bank.
