The JHPIEGO Corporation seeks applicants for the position of Direc-
tor, Research and Evaluation Office.
The Research and Evaluation Office Director serves as a key member of
JHPIEGO's management team. S/he has primary responsibility for devel-
oping the strategies and methods by which JHPIEGO will monitor and
evaluate its reproductive health awards. Working closely with the Re-
gional Program Operations Team Leaders, s/he plans implements, and
provides the oversight for applied research, monitoring and evalua-
tion activities. The Director is also responsible for the day-to-day
management and supervision of her/his office while ensuring that
JHPIEGO consistently meets the goals established in its cooperative
agreements and work plans. In addition, the Director assists the VP
for Technical Operations, and the Leadership Team with JHPIEGO-wide
strategies and plans, including coordination with programs with other
reproductive health agencies and organizations.
The position is based in Baltimore, Maryland, with approximately 30%
international travel.
Major Duties and Responsibilities
Oversees, manages and directs the operations of the R&E office, in-
cluding: selecting, training, supervising and mentoring the staff.
Assists the VP for Program Operations and Regional Program Operations
Team Leaders to develop, implement and evaluate country- and award-
specific M&E strategies.
Works closely with program/award directors to ensure that the re-
sources are in place to meet their reporting and evaluation needs.
Provides guidance to the VP for Technical Operations, Program Direc-
tors, the President and other corporate officers related to JHPIEGO's
research and evaluation activities and interventions.
Oversees the planning, preparation and development of new projects
and within her/his scope of work.
Represents JHPIEGO in various venues related to applied research and
evaluation strategies, methodologies and interventions.
Oversees the conduct of evaluation research and applied research for
JHPIEGO's programs and technical and training strategies/approaches/
technologies including:
- development and implementation of evaluation protocols;
- guidance and oversight to ongoing evaluation activities;
- timely data analysis, synthesis and dissemination of findings;
- identification and training of appropriate personnel as evaluation
team members.
Participates in the development and evaluation of new interventions
and learning models as well as evaluation methodologies and ap-
proaches.
Reports research and evaluation results and provide guidance to the
organization on the programmatic implications and application of the
findings.
Trains evaluation counterparts in the field how to use JHPIEGO
evaluation materials and strategies as well as USAID results frame-
works.
The Research and Evaluation Office Director must have substantial
background in international health research, evaluation and program
management as well as general management experience along with a dem-
onstrated successful track record and significant knowledge of
/experience in applied research and evaluation including the follow-
ing requirements:
Doctoral-level degree in public health (epidemiology, international
health, health services, population, demography), related discipline
or other relevant social science is required with specialization in
family planning, population policy, maternal health, international
health or epidemiology highly desirable, and 5 years' professional
experience in a position which has provided a similar level or ex-
perience (significant experience in evaluation and/or applied re-
search in developing countries especially in program-related evalua-
tion).
Clinical training (medicine, nursing, midwifery) is highly desirable.
Experience in family planning, maternal and child health, or HIV/AIDS
is also desirable.
Experience working in a senior advisor or researcher capacity in a
developing country or on developing country projects.
Ability to process and analyze data using one or more of the follow-
ing: SPSS, SAS, Epi-Info, Egret, Systat, and Dbase.
The Director must have proven general management skills, demonstrat-
ing:
* successful management of other professionals, providing guidance
and support;
* the ability to manage several major activities simultaneously;
* effective communication skills;
* the ability to work within the organization to help build effective
management systems;
* strong leadership capability.
Superior English oral and written skills are imperative. Language
fluency in at least one of the following (Spanish, Portuguese,
French) with a preference for candidates with several languages.
Recent work experience with USAID or other international health donor
organizations highly desired.
Demonstrated ability to work independently with senior health offi-
cials in developing countries to develop monitoring and evaluation
strategies.
Ability to work as part of a team to develop and implement research
and evaluation program activities.
Credentials to support a faculty appointment are preferred.
