RFI: Foot & Mouth Disease Vaccine (2)

Concerning the mass slaughter I think I have heard that the legisla-
tion (the European one) forbids exportation from countries that prac-
tice immunization. Still practising immunization means that the coun-
try still has outbreaks and thus the exportation is forbidden. The 
control of the disease was mainly based on a strong epizootical sur-
veillance, but this failed!
