New York Times: How to distribute AIDS drugs (2)

I like the idea of using successful models and existing tested sys-
tems to deliver newer concepts or needs such as this one. My only 
fear is that UNICEF is likely to ask for the usual 17% administrative 
costs, which will push the costs even further. If UNICEF can assure 
the world that they too would chip in by drastically cutting their 
administrative costs to about 3% then this would be a good way for-
ward.
