This is the 2nd in a series of 4 issues of The Drum Beat that reflect
on the challenges we face and recognise and celebrate the creative
and effective work that answers these challenges. In this issue we
focus on the LOCAL CHOICES that people are making to respond to the
priority development issues in their communities and countries. The
emphasis is on the ways in which communication processes, trends and
opportunities are being harnessed for development action. As is gen-
erally acknowledged it is the power of local debate, dialogue and ac-
tion that makes a significant difference.
