A seven pages paper from Claudio Schuftan <aviva@netnam.vn> dealing with 
conditionalities to foreign aid for developing countries has been

Dr Schuftan is a pediatrician from Chile currently working as a long 
term adviser to the Primary Health Care Unit of the Ministry of 
Health in Hanoi under a Swedish project. He lived and worked in Kenya 
for 7 years in the late 80s and early 90s.
