Ban on mini-skirts in schools (5)

I don't really get the point here.... If we keep on asking the "whys" 
of certain social/institutional rules we could go as far as asking 
"why not mini-skirts in the army...? and the convents? why should 
flight attendants wear a uniform? why there should be a dressing code 
to come to work?..."
