Terms of Reference for the UNAIDS professional

African Heads of States and Governments declared their commitment to
fight HIV/AIDS during the African Development Forum (ADF), December
2000. This commitment was re-affirmed at the African Heads of State
Summit on HIV/AIDS, TB and other related diseases in Abuja, Nigeria,
in April 2001.

The Economic Commission for Africa (ECA) and UNAIDS are collaborating
to bring this commitment to fruition. Working together with the Afri-
can Union (AU), they have developed the "Strategy for Monitoring the
Implementation of the African Resolutions against HIV/AIDS". To im-
plement this strategy, a Health Economics Unit has been established
in the Economic and Social Policy Division (ESPD) of the ECA. This
unit is the focal point for all work on HIV/AIDS and other health is-
sues at the ECA.

To support this unit, UNAIDS is seeking to recruit an STP profes-
sional, for the duration of 11 months beginning from date of recruit-
ment. The position is a P4 and the salary is US$ 4,598 per month.


Major duties and responsibilities of the STP

He/she will be work as an STP professional for 11 months based in ECA
and under the supervision of ECA and UNAIDS-Geneva.

He/she will be responsible for the production of the Annual Report on
HIV/AIDS in Africa, in close collaboration with the HIV/AIDS Unit in
ESPD. This report will monitor the implementation of the status of
the implementation of the African Resolutions against HIV/AIDS as set
forth in Abuja Declaration and in the UNGASS Declaration of Commit-
ment. This activity will feed into UNAIDS' global report on HIV/AIDS.
The report will not only monitor the implementation of the targets
but will also identify best practices on the continent. Since techni-
cal reports on epidemiological monitoring of the pandemic have al-
ready been carried out by UNAIDS/WHO, such activities are not within
the purview of the joint UNAIDS/ECA/AU report.

He/she will ensure that the report is ready by end May 2002 to serve
as an input into the AU Heads of State Summit in June/July 2002.

He/she will draw on existing Monitoring and Evaluation (M&E) frame-
works, such as the Monitoring and Evaluation Framework of the Inter-
national Partnership Against Africa (IPAA) already developed.

He/she will work in close collaboration with CPA-Addis and Abuja and
Inter-country teams in Pretoria and Abidjan, plus the regional devel-
opment centres of ECA. He/she will also collaborate closely with key
organisations who should be involved in the production of the annual
report, such as UNDP, AU, AIDS Watch Africa (AWA), African Centre for
HIV/AIDS Management (ACHAM).

He/she will support and advice ESPD in the mainstreaming of HIV/AIDS
issues in ECA work.


Requirements

* Expertise in HIV/AIDS policies and recent experience in HIV/AIDS at
the policy level, in particular in national HIV/AIDS programs in Af-
rica.
* Experience with UNAIDS Secretariat or its Cosponsors would be an
exceptional advantage.
* Advance degree in Public Health, Health Economics or related fields
preferred.
* Extensive in monitoring of policies and programs, in particular of
health or social programs at the national level.
* Excellent writing skills and significant experience in producing
reports and evaluations.
* Significant experience in working with governments in Africa and
familiarity with the UN system.
* Experience in mainstreaming HIV/AIDS or other cross-cutting devel-
opment issues into the work of a development organisation would be
highly desirable.
* Good communication and interpersonal skills and partnership build-
ing capacity, to be able to work closely with partners in the ECA and
counterparts in governments and civil society.
* Fluency in English as well as French.
* Willingness to work in Addis Ababa, Ethiopia and travel to other
countries in Africa.
