Unit: Research Policy & Cooperation (RPC), Evidence and Information
for Policy Cluster (EIP)
Objectives of the programme:
As part of the broader mandate of the Department of Research Policy
and Cooperation (RPC), to develop and implement an instrument for
evaluating the performance of health research systems in WHO member
states. The programme is henceforth referred to as the Health Re-
search Systems Performance Evaluation (HRSPE) initiative.
The successful candidate will:
1. Develop an operational framework and instrument for evaluating the
performance of health research systems in WHO Member States. (Duties:
develop a practical operational plan, select appropriate indicators
for measuring performance, determine appropriate methodology for im-
plementation, close consultation with countries in developing the
evaluation instrument);
2. Implement and operationalise the application of the evaluation in-
strument; promoting use of the instrument as a self-assessment tool
for health research improvement in countries. (Duties: designing
relevant survey and case studies methodologies, setting up and coor-
dinating country teams for data collection, liaison with WR and re-
gional offices, performing pilot studies in selected countries, pro-
motion and advocacy for continued use of the instrument);
3. Collection, analysis and interpretation of the data and informa-
tion collected from the evaluation process. (Duties: coordinate data
collection from countries, quantitative and qualitative data analysis
using appropriate methodologies);
4. Presentation of the analysed data. (Duties: presentation of ana-
lysed data for publication in various forms, e.g. WHR2004, scientific
journals);
5. Further refinement of the evaluation instrument. (Duties: improve-
ment of evaluation instrument based on experiences in initial field
testing).
Qualifications Required:
Education and skills: Postgraduate (preferably doctoral) degree in
medical, biological, natural, economic, statistical or social sci-
ences from a recognized university; good academic background with a
proven track-record of publications in a relevant area. Working
knowledge of health research systems, research evaluation, evaluation
design and methodologies, performance evaluation tools, survey
strategies, quantitative and qualitative data analysis techniques,
impact assessment of research, meta-analysis, development of indica-
tors (bibliometric, econometric, psychometric, composite, etc.),
linkage of research to policy, financing of health research.
Experience:
Extensive (>10 years) experience in international health re-
search activities at a senior scientific/managerial/policy level
preferably in a developing country setting.
