Assignment
Length: through June 2003 (the current end date of the Frontiers agree-
ment) renewable for two years by mutual agreement.
Job Description
The Population Council is seeking an experienced professional in re-
productive health research to develop and monitor operations research
studies to improve quality of and access to reproductive health
services in the East and Southern Africa.
Responsibilities
Primary Function of Position:
Work in close collaboration with program managers from a variety of
service delivery organizations in the public and private sectors in
East and Southern Africa; with staff in USAID Country Missions in the
region; with staff of USAID Cooperating Agencies and other technical
assistance and donor organizations; and with staff of FRONTIERS and
other Council programs in the region. This position will form part of
a global team responsible for developing and implementing OR studies
which address key reproductive health issues, primarily through
testing innovative service delivery interventions and communicating
the results to key decisionmakers.
Major Responsibilities:
1. Working with the host-country counterparts and USAID Country
Missions, identify potential OR studies which meet host-country
needs and address the global operations research agenda for
reproductive health. This position will be responsible
specifically for developing studies that address issues related to
improving STI and HIV/AIDS services, antenatal care services, and
improving access to family planning.
2. Design and monitor the implementation of rigorous research studies
which measure the process, effectiveness and impact of
reproductive health interventions.
3. Through intensive technical assistance to host-country
organizations in the implementation of research studies, ensure
the transfer of technical skills in research design, data
collection and analysis, report writing and infromation
dissemination, utilization of research findings.
4. Manage and administer all aspects of subcontracts with host-
country organizations, including proposal preparation, review and
submission, technical and financial reporting.
5. Represent FRONTIERS and the Population Council to USAID Missions
and Collaborating Agencies, as well as selected national and
international conferences and meetings.
6. Actively participate in disseminating study findings at the
national, regional and international levels through presentations,
preparation of reports, and publication of papers.
7. Work with host country organizations and donor organizations to
maximize the utilization of results produced through the OR
process.
Qualifications
1. Doctoral degree or equivalent in a medical, health or social sci-
ence; or an MD/MBBS and a Masters degree in social or health science.
2. At least two years (six years for Program Associate II) resident
experience in sub-Saharan Africa working on operations or applied
research studies in reproductive health issues.
3. Demonstrated knowledge of and experience of working with medical
reproductive health services, and particularly services for pre-
venting and managing STIs (including HIV/AIDS), for antenatal care
and for family planning.
4. Demonstrated ability to design and monitor experimental research
studies, to collect and analyze survey data and qualitative data,
and to write reports and papers of publishable quality.
5. Excellent statistical skills essential.
6. Good managerial skills, including financial and personnel manage-
ment.
7. Excellent communication skills. Experience with the use of re-
search findings to influence and guide service delivery policy and
implementation desirable.
8. Fluency in English required. Additional knowledge of local African
language(s) helpful.
