Vacancy: Documentalist/Librarian, Botswana

Botswana is looking for a documentalist that will be an STP with UN-
AIDS Botswana working for the Botswana National AIDS Coordinating
Agency (NACA) for a 2 year period. Attached are the ToRs for the
post. Please note that this person will be working with 2 other jun-
ior librarians and is required to start as soon as possible. This is
a crucial position for NACA to be able to have a relevant information

A Documentalist/Librarian is being sought for the purpose of provid-
ing guidance and support for the development and implementation of
sustainable HIV/AIDS information services in Botswana for the Bot-
swana National AIDS Coordinating Agency (NACA) and for the Botswana
UNAIDS Office.

Duration

This consultancy is expected to extend over a one-year period. For
the first two weeks the consultant will be assigned to UNAIDS Bot-
swana. During the remainder of the consultancy period, he/she will
work with NACA

Scope of Work

The assignment will cover two distinct tasks as delineated following:

During the first two weeks, the consultant will operate under the
general supervision of the Botswana UNAIDS Country Programme Adviser
to provide the UNAIDS Office with expert guidance and support for the
strengthening of its information and documentation services by:
* Assessing the existing services;
* Advising on an optimal and manageable mix of services that could be
provided;
* Advising on the overall structuring of those services, including a
classification system for documents and other materials;
* Conducting on-the-job training as necessary for equipping the UN-
AIDS/Botswana staff with the understanding and skills necessary for
the delivery of effective and appropriate information and documenta-
tion services to its clientele;
* Assessing the UNAIDS Botswana web-pages and making suggestions and
recommendations on how the site could better serve its users, given
the wealth of relevant information available within the UN in general
and UNAIDS in particular;
* Preparing a report documenting the details of this component of the
consultancy.

During the second part of the assignment, the consultant will operate
under the direction of the NACA Coordinator and in collaboration with
her appointed designee to provide expert guidance and support to NACA
for the establishment of a National HIV/AIDS Resource Centre.

The consultant will be expected to advise and guide the following:

* The design and establishment of a national HIV/AIDS information
centre based on Botswana?s HIV/AIDS-related information priorities,
the current response to those priorities, projected trends and needs;
* the identification of a range of information categories, topics and
sub-topics that should comprise the information centre?s collection;
* the various categories of clients that such a facility would serve
and their specific needs;
* the combination of information and communication modalities (books,
journals, magazines, newspapers, electronic, print, audio visual,
video, etc.) that would best meet the needs of the centre and ensure
maximum user accessibility;
* a layout and design that would provide optimal usage of the space
designated for the resource centre and, at the same time, ensure easy
user access to the resource materials therein.

The preparation of a resource centre ?growth plan? that advises NACA
on mechanisms, modalities and costs for a phased extension of its
services (electronically and/or in collaboration with other partners)
so as to address expanding information needs and district level cov-
erage.

The design and implementation of a management system for the informa-
tion resource centre that addresses, inter alia:
* an effective staffing pattern for the facility;
* ensuring a continuous and adequate supply of resource materials;
* an effective system for organising and documenting the movement and
flow of resource materials and information including procurement, in-
formation dissemination, user interface and interface with other re-
source information centres and sites nationally, within the SADC re-
gion and internationally;
* the selection and installation of an electronic system best suited
to current needs and foreseeable future projections;
* monitoring and evaluation mechanisms for the information resource
centre.

The development of a manual that would allow for the maintenance of
the resource centre. It is expected that this manual would enable
anyone who will be charged with maintaining the resource centre in
future to easily make use of the system.

The development and implementation of a capacity building programme
that would equip his/her national counterpart and other key personnel
to assume full responsibility for the management of the resource cen-
tre. This programme should be an appropriate mix of on-the-job train-
ing, workshops conducted by the consultant or other qualified person,
short courses and the like.

The preparation of a report documenting the actions taken and the
recommendations made during this component of the consultancy.

Qualifications

The consultant should:
* have at least a Master?s Degree in library sciences, with at least
five years successful experience in managing a documentation centre
or library or as a consultant for the establishment of same;
* demonstrate proven ability to train others.
