Where do you start?! Who is the hospital administrator accountable
to? How does the position fit into the organisation chart? What is
he/she responsible for - staff functions, budgets, policy and proce-
dure formulation, upkeep of buildings, capital and service planning?
What are the limits of his/her responsibilities e.g. expenditure lev-
els, hire-and-fire, health and safety, fire, flood and major inci-
dents, public relations, corporate governance, forward planning etc?
What committees is he/she a member of and what role (chair, secre-
tary, in attendance etc)? And lots more.........
Then come the minor points: hours of work, on-call responsibilities,
office location, secretarial support etc.
If you can answer some of these questions, I can certainly help you
to produce a Job Description although you'll probably find you've
produced the framework by answering these questions.
A bigger question which you might be tempted to address and which
tends to preoccupy hospital managers, nurses and doctors in develop-
ing countries (and in developed countries too!) is: should the final
authority in a hospital (below the Board) be a very experienced and
senior doctor with a penchant for administration or a professionally-
trained manager (nurse, doctor or so-called 'administrator')?
