Pact seeks a COP candidate for a USAID health program focused on
health systems strengthening and will include all aspects of plan-
ning, program and human resource management, quality assurance, and
oversight of systems in selected provinces and operational districts
within Cambodia.

The US$9 million, 3-year program is one part of USAID's overall In-
terim PHN Strategy for Cambodia, and its focus is to provide techni-
cal assistance, training and service provision in full collaboration
with 9 USAID service delivery organizations (US and local NGOs), the
Ministry of Health and National Programs, other donors and local or-
ganizations (NGO and private sector) to provide a basic package of
essential health services in predominantly rural areas.

Many of the challenges currently facing the health sector in Cambodia
are in HIV/AIDS, reproductive health and safe motherhood, family
planning/birth spacing, child health, infectious diseases, service
delivery and existing health care services. The COP will be responsi-
ble for representing Pact in Cambodia and its partners, providing
overall program management, responding to all technical assistance
needs, and other support activities for subgrantees, oversight of all
USAID program and financial reporting requirements, establishing and
maintaining a partnership with USAID/Cambodia.

Requires: minimum 8-10 years overseas USAID management experience;
Asia experience desired; demonstrated experience in health systems
strengthening; experience in scaling up innovative and effective pi-
lot programs; strong communication and diplomatic skills; training
(informal and non-formal) expertise in a variety of methodologies;
experience in financing mechanisms to enable low income segments of
population to pay for health services (cost analysis, pricing, cost
recovery); MPH or DPH required; pluses: Cambodia experience, Khmer
language capabilities.

The candidate must possess the ability to manage a consortium of im-
plementing partners, liase with multiple stakeholders, and promote
linkages with other sectors and programs. The ability to exercise a
high level of diplomacy and participatory decision making are a must.
