Military Budgets Versus Decrease in Health Budgets (2)

Who is to blame? Greedy Africans colluding with Western compatriots 
create this scenario and turn around to blame the west. True the west 
has not helped matters much, but then the bulwark of the blame rest 
on Africans .We hope NEPAD may be a panacea. Hope Claudio, hope the 
dying African dream.
