I also add my voice to that of Peter Burgess about the "online compe-
titions". We should no longer continue implementing "Already Planned-
Packaged Programs for Africa" (APPA) without revisiting, re-thinking
and re-evaluate the expected impact as per the real problem & needs
from our communities. So Dominique, before we start debating on glob-
alization (this is another controversial issue), a serious refinement
work on the programmatic aspect of the project needs to be done.
