Invitation to bid for HIV/AIDS programme mid-term review in Namibia

RE: Invitation to submit a bid for the execution of the External Mid-
Term Review of Namibia's Second Medium Term Plan on HIV/AIDS (MTP II)
1. The Namibian Government, in conjunction with its international de-
velopment partners and local collaborators, is committed to undertake
a mid-term review (MTR) of the second national multi-sectoral medium
term plan on HIV/AIDS (1999-2004).
2. The overall MTR firstly entails an internal review currently being
implemented by an in-country team. The first phase will deliver an
internal review report, which will provide an overview over the cur-
rent status of the response to the epidemic and will highlight major
issues requiring further in-depth assessment by the external review
team.
3. The second phase of the overall process will entail the external
review by a team of international experts complemented by local con-
sultants. It is scheduled to take place over a 2 to 3 week period
during November/December 2002 or alternatively early in 2003. The ex-
ternal review will be informed by the findings of the internal review
and will further analyse pertinent issues of strategic importance to
maximise the impact of the second medium term plan on the HIV/AIDS
epidemic in Namibia. The External Review Team will report its find-
ings and recommendations to, amongst others, the country's highest
decision-making body on HIV/AIDS, the National AIDS Committee (NAC).
The latter comprises of various ministers and CEO's under the chair-
personship of the Minister for Health. Endorsed external review rec-
ommendations will be taken forward as part of the final phase of the
process, which will comprise, amongst others, an updating of the me-
dium term plan (MTP II), rearrangement of organisational mechanisms,
preparations for enhanced resource mobilisation and the establishment
of an improved monitoring and evaluation system.
4. Interested consultant teams and/or firms are invited to submit
brief and to-the-point proposals, including a technical and financial
offer, not later than Wednesday 23 October 2002, 12h00 UTC.
5. The detailed terms of reference for the External Review can be ob-
