I agree with Bob. Libraries on CDs are perhaps the best option. Can I 
suggest colleagues they check out Human INfo NGO's wesite at:
http://www.humaninfo.org  ?

They have put hundreds of health and nutrition books onto two single 
CDs (40,000 pages each!)
