Dear Lucinda:

While I don't have a direct answer to your question, I do recall us-
ing a resource called "Where There is No Librarian" (along the lines
of "Where There Is No Doctor") to set up the resource centre/library
of the international health department where I worked as a grad
school student. It was not based on the Dewey Decimal system and cer-
tainly gave examples of key words, but it's been a long time and I
don't remember how extensive the lists were. As I recall, this book
was specifically developed for health libraries.

Sorry to be so vague. Perhaps a search for this text on the Web might
point you to some other helpful resources.
