The wording of the Merck Vaccine Network - Africa REQUEST FOR
PROPOSALS confused me at first:
> "The Merck Company Foundation is soliciting proposals from academic
> institutions, working in collaboration with academic institutions
> in Africa ..."
until I realised the problem: the first mention of "academic institu-
tions" does not include African ones.
Is this based on the assumption that African academic institutions
are not capable of doing the work by themselves?
Is this assumption correct?
