Dear Rene Loewenson,
I think you may have some of the same concerns that I do...... but
what is the solution?
My view is that the way in which development analysis is done is part
of the problem, and the solution is to introduce analysis that re-
sults in better answers.
First, we need to know what resources produce what results.
Second, we need to know what would be the best use of resources to
produce equivalent results.
Third, we need to know what can be done to get even better results
from the same or less resources.
Simply put, it is all about measuring efficiency in the use of re-
sources.
When we start measuring efficiency, and focusing on results (that
produce value adding in society), we will start to see the priorities
for change and improvement.
It sounds like you are doing some of this, but maybe not all of this.
