WHO (and by inference its DG) plays a key role in re-directing in-
vestments and efforts to building health systems. WHO remains the in-
ternational agency charged with setting standards and norms and with
the strengthening of health systems. Should the new DG continue to
invest time and other resources in what is now globally referred to
as targeted initiatives and in R&D to develop new tools, methods and
drugs only, then the marginalization of investments in health systems
that will deliver these benefits will continue to suffer. Sustainable
health systems will depend on a lot of factors, but the first thing
is to call attention to their deficiency and the benefit of investing
in them. The new DG has a crucial role to play in this.
