I do agree!

Your first point "better use of money" is giving me much to think
lately. There are countries that 10 years ago were classified as low-
income countries/economies. Today they are classified as middle-
income countries. The reason: oil. Good!

Your second point "better accounting and accountability, especially
as it relates to performance" But that oil exploitation does not im-
ply changes in health indicators. Why? Because its benefits do not
reach the population.
