Gary Merritt's near term message of optimism is a soothing balm for
the apprehensive. But this optimism may well be misplaced.[1] His
conclusion that Africa's health development is not best served in the
long haul by broad reliance on US and other external financing /
technical assistance is the bitter elixir that policy audiences in
Africa must swallow and absorb in the near term.
