The latest report on the ecological footprints of nations (Nov. 2002
update) seems to indicate quite the opposite - most African countries
have either a very small deficit or a surplus of per capita available
biocapacity. Rwanda and Malawi seem to be using about the amount that
their ecosystems can carry.
Many of the communities who outgrow the carrying capacity of their
ecosystems are in other areas of the globe, where high levels of con-
sumption more than make up for relatively small populations.
