I'm with you Peter that resources ought to be used in the best way to
make become useful for the intended purposes. I do however believe
that resources are not always directed or channeled in the right man-
ner or perhaps only a tiny fraction reaches the grassroots or in-
tended beneficiaries, which is so minimal to make any impact.

It is a fact that over 60% of a lot of the development budget goes
into administration of the development effort rather than the imple-
mentation of programmes. Also to compound to the problem, development
activities are not conceived with the involvement of the people for
which they are intended.

There are new ways of actively engaging communities in the conception
and development of community action plans, which if properly employed
can avert the myriad problems of the failure of development initia-
tives. I think we have been putting blame for far too long on the
poor people for their poverty, but I think the causes are deep-rooted
and we must start from them in order to find lasting solutions. Solu-
tions that come from the top will never become successful!
