True, solutions are important and the practical goal. They would only 
achieve desired objectives and goals if fashioned against the back-
ground of a clear understanding of 'where we are coming from' and 
'where we want to be'. Hence the importance of a good situational 
analysis of cause, effect, strategies and resource requirements for 
remedial action.
