Request for Applications (RFA) #04-E-1
Improving Support to Orphans and Vulnerable Children through Fo-
cused Study
4 November 2003
Pact's Community REACH team is pleased to announce the release
of Request for Applications (RFA) #-04-E-1. Under this RFA, Pact
anticipates competitive award of a total of US$ 400,000 through
three (3) to five (5) cooperative agreements for improving sup-
port for Orphans and Vulnerable Children through focused study.
This Request for Applications (RFA) provides prospective NGO
grant recipients with a fair opportunity to submit applications
for funding for Improving Support to Orphans and Vulnerable Chil-
dren through Focused Study. The RFA describes the program objec-
tives, explains the technical area of focus, qualifications of
organizations applying, criteria for evaluating applications and
provides information on funding, cost-share requirements, appli-
cation format and other relevant information. The accepted appli-
cant cooperative agreements are to be administered under the Pact
Community REACH Project, funded by USAID.
To be eligible, applicants must meet the following:
1) Proposed study must be implemented in one or more of the fol-
lowing ten (10) USAID-designated Rapid Scale-up or Intensive Fo-
cus countries: Ethiopia, Haiti, India, Kenya, Nigeria, Rwanda,
South Africa, Tanzania, Uganda and Zambia.
2) Primary applicants must be local non-governmental organiza-
tions with existing Orphans and Vulnerable Children programs
and/or secured funding for the implementation of Orphans and Vul-
nerable Children activities for the duration of the proposed
study.

Community REACH is a five-year, USAID funded program designed to
facilitate the efficient flow of grant funds to organizations
playing valuable roles in the fight against HIV/AIDS, including
PVOs, regional and local NGOs, universities and faith-based or-
ganizations. Funded activities will be consistent with USAID?s
goal of "increased use of improved, effective and sustainable
responses to reduce HIV transmission and to mitigate the impact
of the HIV/AIDS pandemic."
