RFI: Decentralised Health System and Faith-Based Organisations

Dear colleagues in a government and faith-based organisations,
 
We are looking for the following information and experience:
Options for mechanisms to make an agreement between the govern-
ment and the churches OR their national association, for the gov-
ernment to purchase basic health services from the churches or 
their association in a decentralised health system. 
 
Any experience or models would be appreciated. Also, if you have 
contacts to those who know, please let us know.
