Who is in control of governance in Nigeria?

Heard this on the street and felt it justifies sharing.

Amid widespread and commonly expressed skepticism that "nothing
works" in Nigeria, two young lads had an open discussion in a
public transport bus recently over who is in control of govern-
ance in Nigeria - the President, State Governors, Legislatures,
Oil majors or Labour movement?

One of the lads identified himself as the "Genius" and the other
identified himself as the "Inquirer".

The Genius said: "In my well-considered opinion, two entities
are in control of governance in Nigeria. They are God (in all
its appellations) and the World Bank."

Pressed by the Inquirer to clarify better, the Genius said: "One
works overtly through mind control and the other works covertly
through money control. Both are the axis of power in Nigeria."

Seeking more light, the Inquirer said to the Genius: "Could your
theory explain why mainly servants of God and servants of the
World Bank flourish more in Nigeria while all others wallow in
poverty? To this, the Genius exclaimed - "you're darned right!".

Two reform packages are presently ongoing in Nigeria and are be-
ing vigorously sold by their respective proponents as the best
elixir for Nigeria's development goals. The reform packages are,
President Obasanjo's comprehensive governance reform and the
Health Minister's (Dr. Lambo) health sector reform. Both men
have strong faith in God and the World Bank.
