Theme: 'Making African Health and Social Development Systems
Work'

Background
The African Council for Sustainable Health Development (ACOSHED)
was established in 1998 to continue with the work of the World
Bank Expert Panel for Better Health in Africa.

At the First General Assembly of the Council held in Abuja in
July 2003, its five year strategic plan for the Council was en-
dorsed by its members and partners and ACOSHED firmly estab-
lished as a pan-African partnership for health systems and so-
cial development in Africa. The First African Public Health Pol-
icy and Development Dialogue was 'Turning Knowledge to Action:
Listening Government, Listening Partners'. Over 100 participants
representing a broad range of stakeholders were at this meeting.
Initial program activities have since then been followed up by
the International Secretariat and Chapters.

The theme of Dialogue 2004 'Making African Health and Social De-
velopment Systems Work' builds on the key issues identified in
2003. It further harnesses on emerging global initiatives to im-
prove health and development systems in Africa and presents
emerging recommendations and strategic directions at global, re-
gional and country level of possible investments and interven-
tions that will impact positively on the performance and effec-
tiveness of African health and social development systems.

Participants
Participants are expected from all Country Chapters of the Coun-
cil, Governments, the private sector and developed agencies
working in or involved in Africa.

Country Chapter teams will include the Chapter Chair or focal
person, the Ministry of Health, Education, Planning/Budgeting as
well as the Ministry of Regional Cooperation and Integration in
Africa. In addition, representatives are expected from the Re-
gional Economic Integration bodies, NEPAD, African Union and the
health/poverty reduction desks of leading bilateral and multi-
lateral organizations working in Africa

Format
This is organized in plenary and parallel sessions. Plenary ses-
sions will present a status report on the issue for the session
by a country analysis of leading expert in this field. This will
be followed by a session of audience participation as comments,
views and questions. Parallel sessions will present regional or
key issues that challenge African health systems. This will be
in the form of a short presentation followed by interventions by
discussants. The presentations and comments from the discussants
will then be open for audience participation. For this first
dialogue, presentation at all sessions is by invitation.

Costs
Participants are asked to pay a contribution towards the ex-
penses of the meeting. This includes a registration fee. The
registration fee covers all meeting activities including full
documentation, working lunches, contact break and the welcome
reception. Participants are separately responsible for their
costs of travel and accommodation. Limited, competitive sponsor-
ship will be considered for participants from Africa and other
developing countries.
