New MSH Publication - FIMAT, the Financial Management Assessment Tool

FIMAT, the Financial Management Assessment Tool is designed to
help managers assess their organization?s current capacity to
manage finances and identify steps they can take to improve that
capacity.
FIMAT includes both an instrument to collect and summarize tech-
nical information and a guide for applying the instrument. The
guide provides step-by-step instructions for conducting a finan-
cial management assessment, developing consensus on needed im-
provements, and integrating recommendations into organizational
work plans. The instrument has an assessment form with criteria
for ten key components of an effective financial management sys-
tem, as well as forms for summarizing findings. The accompanying
CD-ROM includes the entire FIMAT tool and two related issues of
MSH?s quarterly publication, The Manager, that suggest ways to
improve financial management.
FIMAT is designed for health managers in both the public and the
private sectors. Organizations may especially want to consider
using FIMAT when receiving increased funding from donors or
other sources, decentralizing management functions at the sub-
sidiary levels, or undertaking initiatives to strengthen overall
management.
FIMAT builds on the Management and Organizational Sustainability
Tool (MOST), a process that MSH developed to enable managers to
assess their organization?s management capacity and make con-
crete plans for improvement.
Funding for this publication was provided by the Office of Popu-
lation and Reproductive Health, Bureau for Global Health, US
Agency for International Development (USAID) through the Manage-
ment and Leadership Program (M&L).
