RFI: Health Systems Issues in Antiretroviral Treatment Access

To Afro-Netters

I am a Health Economist in the SADC region, currently doing some
work on Health Systems approaches to ART in Southern Africa. The
work aims to -
* map and prepare a report on the current monitoring activities
taking place relevant to health systems approaches to ART;
* compile an annotated bibliography of available information and
analysis on health systems approaches to treatment access.

I would therefore be grateful if you could assist me with infor-
mation on -
1. Any documents, reports, or website URLs that provide informa-
tion on positive examples of health systems strengthening ap-
proaches to ART expansion, particularly relevant to the key ar-
eas of the principles above, viz
* Fair, transparent processes to make informed choices
* Joint public health and HIV/AIDS planning
* Integrating treatment into wider health systems
* Realistic targets for treatment access with clear guidelines
and monitoring systems for ensuring equity in access and qual-
ity of care.
* Treatment resources integrated into regular budgets, supported
by long term external commitments and through fair financing
* Prioritise human resource development in the health sector
* Strengthen essential drugs policies and systems at national
and regional level

2. Any information on current monitoring activities of ART ex-
pansion and particularly of health systems dimensions. We are
keen to compile information on current monitoring of ART pro-
grammes and services and for each monitoring system,
* the institutions and key focal person involved (with contact
* the parameters covered in such monitoring
* the frequency and level (sub-national, national, regional) of
data collection, the countries covered, the quality of data
and where the data is currently being used
* the target for reporting of the monitoring (i.e. policy or in-
stitutional targets)
* references of the reports from the monitoring system
