Part 1: Proposal Development targeting international donors

Content Overview
The course includes the following topics:
* The historical evolution of the health sector in the Proposal
writing
* The landscape of international agencies and national actors
respective country
* Planning Effective proposal writing techniques in the health
sector
* Case studies from low income countries for the methodologies
and instruments
* Peer assessment of evaluation and project proposal different
group exercises documents

Objectives
At the end of the course the participants will be able to:

Develop and write a project proposal targeting international do-
nors.
* A1 Describe the health sector of the country in which the pro
posal will be developed
* A 2 Describe different approaches to planning
* A 3 Define and apply the principles of effective writing of a
project proposal
* A 4 Describe the principles of assessment and evaluation of
proposals


Part 2: Evaluation of Health Projects and Programmes

Content Overview
The course includes the following topics:
* The historical evolution of the Evaluation of Health Projects
and Programmes
* The landscape of international health sector in the respective
country
* Effective writing techniques agencies and national actors in
the health sector
* Basic skills of Principles and processes of health care sector
evaluation
* Important considerations in the design of an evaluator as a
team member
* Peer assessment of an evaluation consultancy unit

Objectives
At the end of the course the participants will be able to:
evaluate a health service project or programme and write an
evaluation report for a Ministry of Health and a funding agency.

* Describe the health care sector of the country in which the
evaluation takes place
* Apply the principles of effective writing on evaluations
* Describe the basic principles and processes for the evaluation
of health projects and programmes
* Explain basic skills to evaluate a project or programme as a
team
* Demonstrate knowledge about the important steps to set up a
consultancy unit

For both courses

Target Group
Public health professionals and managers with a minimum of 5
years experience in the health sector and at least some experi-
ence with the writing of evaluation reports or project proposals

Maximum number 24 students including tropEd students.

Course fee
Part 1: The total fee for the course is ? 700; for those en-
rolled in the tropEd program ? 500
Part 2: The total fee for the course is ? 1,300; for those en-
rolled in the tropEd program ? 1,000
If both parts are taken together: ? 1,800, for those enrolled in
the tropEd program ? 1,300

The tuition fee covers coursework and printed materials and a
bi-weekly pass for the Heidelberg public transportation system,
but does not include accommodation, insurance or other personal
living costs during the stay.
