Sorry, I didn't see the original e-mail, but in response to FEWS
and other "early warning" systems, they are often - sadly - set
up only to inform donors when to send food aid, given relatively
widespread (10%) signs of severe malnutrition. At least that was
my experience in studying the systems in the Sahel during my
PhD, focused on Mali in the early 1990s.

 From my perspective, having followed the FEWS reports sporadi-
cally since then (pan-Africa), that the goal of 'early warning'
for donor response, not 'early warning' to prevent it occurrence
in the first place is still the norm. I welcome all comments
that will inform me otherwise!
