I have another relevant info.

External assistance to the developing countries in health sector
is less than 3% of the health expenditure of the rich countries,
mainly OECD.

developing countries. J Trop Med Hyg 1990; 93:229-55.

Although this is an outdated info but strangely the conditions
have not been too different even today.
