UNICEF Calls for 'Coalition of Powerful' (2)
--------------------------------------------

Dear Vern Weitzel

Did Ms. Ballamy talk at all about financial issues in her recent
address about vaccinations? Once upon a time UNICEF was able to
fund major programs, but it seems not any more. What is happen-
ing about money?

There is a lot more money for health today from the ODA world,
but what is it doing? What is getting accomplished? Where is it
being spent?

There is a tiny amount of money available in SOUTH government
budgets for health, and very little discretionary spending ca-
pacity in any poor community in the SOUTH.

The idea of a coalition of the powerful seems like we already
have that... big pharma is very rich, very greedy and not being
too helpful in getting a handle on health in the SOUTH. Research
that results in good health solutions, but not sufficient profit
potential end up as orphan drugs that never get into use, even
though the "good" that would result is enormous. One day big
pharma should be held accountable for this dead end spending and
good work that is not utilized.

How much money is actually available per capita in the SOUTH for
health interventions? It is probably around US$ 10 per person...
I doubt much more.

Can you help clarify all of this?

I would like to get answers to all these questions, and incorpo-
rate the information in the Afrifund Database and in the TAAME
program.

Sincerely

Peter Burgess
