Where can good CBOs go for funding?

Dear Colleagues

I understand why REPSSI [see message below] does not want to get
involved in the work that needs to be done to help get funding
to operations that really do need funding in all the places
where a crisis of development failure has resulted in the need
for help.... but what should people do and where should they go?

As a fairly well experienced observer of the "development"
scene, I am very conscious of the need to help community level
initiatives if we are ever going to see development success. I
am concerned that most of the resources that flow into the "de-
velopment" space never reach the nominal beneficiaries but are
used in a wide range of activities that (maybe) are needed, but
do not deliver direct benefit where the crisis is in progress.

And as a professionally trained accountant I share concern that
the Internet is a difficult place to differentiate between ex-
cellent legitimate fund raising and fraudulent SCAMS. Sadly, the
existence of SCAMS is holding back the development and legiti-
mate use of the Internet and modern information technology to
make fund raising for excellent community initiatives efficient
and practical. We are hoping that our efforts to mobilize a
around a TAAME initiative (Transparency, Accounting and Account-
ability and effective Monitoring and Evaluation) might be a
foundation upon which fund raising for excellent CBOs could be
mobilized.

As I say, I understand that REPSSI is not the forum for fund
raising requests.... but is there any forum where this can be
addressed? What is needed so that funds can be mobilized for
good initiatives at the community level?
