Dear Colleagues

So much for the Millennium Development Goals, and all the other
goal setting initiatives promulgated by our leadership.

So the pragmatic question of what to do needs to get an answer.
Clearly development performance has been unsatisfactory. What is
wrong? What can be done about it?

Were there really any "bold economic plans" or was it just talk
about the possibility of such plans. My impression is that there
has been conversation but not much of it has turned into practi-
cal implementation.

Of course, facts are hard to come by. Management information is
a missing dimension of development... so it remains impossible
to do much to hold decision makers accountable... and without
accountability the failure mode continues. This has to be
changed.

The TAAME initiative is moving in this direction: Transparency,
Accounting and Accountability... and effective Monitoring and
Evaluation. It should be easy to know where development re-
sources have been used and what has been accomplished. It should
be easy to compare outcomes from different ways of doing things.
Best practice should be accessible, and low performance prac-
tices should be visible so that they are not replicated over and
over again.

Modern ICT makes amazing things possible. TAAME is actually a
rather basic use of the enormous potential of modern technol-
ogy... but potentially extremely valuable.
