Probably an explanation for the continuing fascination with CNN
approaches via-a-vis ABC may be found in political economy. It
would appear that the CNN approach has become an "institution,
creating a point of value, a jurisdiction or agenda power. As
such, incentives have been developed to dissipate resources in
bargaining and attempting to influence decisions.

A similar industry standard in regulation literature is that
once a regulation has been in place for some time, an industry
will evolve in such a way that its leading firms become politi-
cal defenders of that regulation. (Milgrom and Roberts, 1990 in
Alt and Alesina 1996, pg 651).

Saidy's comment to turn attention to policy makers, programmers
and researchers may shed some light on the issue.
