Help for HIV/AIDS Orphans in Africa (3)

What more we can agree with Peter? UN has to understand its
limitations as a costly implementer. May be we can look at
Global Fund where the agency is acting as a funding hand leaving
others to coordinate, develop proposal, make policy and imple-
ment. Of course not without issues and problems! In any case we
need more intelligent transparency from UN.
