"HIV/AIDS and National Security: Where Are the Links?"
------------------------------------------------------
Dear Friends,
Here is a message from Laurie Garrett, a well-known journalist
and senior fellow at the Council on Foreign Relations, about a
report she has authored on HIV/AIDS and national security.
Please see also a recent Reuters Alertnet interview with
Garrett, on the potentially destabilizing social effects of lim-
ited ARV distribution to political and military elites:

July 18th, 2005:
Today, after 18 months of work, we have released a Council on
Foreign Relations Report entitled "HIV and National Security:
Where Are the Links?". The Security Council of the United Na-
tions met for more than three hours to discuss the implementa-
tion of Security Council Resolution 1308 that was passed exactly
five years ago today. Resolution 1308 declared that HIV posed a
threat to the security of nations and called for efforts to
limit the spread of the virus to and by UN peacekeepers. The UN
has also reviewed implementation efforts.
To download an electronic version of the report please visit the
Council on Foreign Relations website at:

If you have any further questions, would like a hard copy of the
report, or have difficulty accessing the report online, please
contact Scott Rosenstein mailto:srosenstein@cfr.org . I hope
that you will find the report illuminating.
Best regards,
Laurie Garrett
