Hearing Impairment: Is it a medical problem?

Dear Members

I came to know two groups of people who say hearing impairment
is a medical problem and not. Those who say hearing impairment
is not a medical problem further justify that persons with hear-
ing impairment are minority groups with different linguistic
structure. What is your opinion in this regard?

Additionally, when is it good to start inclusive education? At
preschool level, at primary or secondary education?
