sion and risk for vulnerable groups in seventeen countries with
concentrated HIV epidemics

This report has been developed to provide an up-to-date scan of
the information available on the context of transmission and
risk in a range of countries thought to have concentrated epi-
demics. The review was designed to examine the information
available on vulnerable populations in each country to determine
the extent to which the epidemic is driven by these populations
and their environments of risk. The match between information
about transmission and risk in vulnerable populations and allo-
cation of resources to interventions in these populations was
also to be examined. It was envisaged that the report would make
a set of recommendations for further review, data collection and
analysis, to assist in determining a mechanism for assisting
countries to make more informed decisions about the most appro-
priate mix of interventions to suit their changing HIV epidem-
ics. The information provided in the report can act as a base-
line resource to assist national and international organisations
to plan interventions and advocacy. It can also be used by Open
Society Institute to take a leading role in promoting further
multi-sectoral discussions to strengthen the link between evi-
dence of HIV transmission and risk and the design, implementa-
tion and evaluation of HIV programs.
