stan has asked GTZ, KfW and ADB to support the rehabilitation of
the planning and information units as well as its operation. We
are looking for a Teamleader who will be available as soon as

Teamleader ?Support to the Information, Planning & Development
Wing of the Department of Health AJK?
Country of assignment and location:
Pakistan, localisation will be defined during inception phase in
Islamabad, possibly it will be Muzzaffarabad.
The project:
Health planning capacity in AJK has been severely compromised by
the effects of the October 8 earthquake and will meet increased
challenges given the huge reconstruction tasks. Losses in the
Planning Unit of the DoH refer to top level Human Resources,
buildings and equipment. The DoH of AJK has asked GTZ, KfW and
ADB to support the recovery and reconstruction of the planning
and information units as well as its operation. The project will
be completely in line with the recommendations formulated by the
WB/ADB damage assessment team.
The specific objective of the project will be to facilitate ac-
cess to and provision of essential health care services for all
people in earthquake affected districts in AJK by enabling the
DoH of AJK to plan and implement a rational and efficient health
care system in the affected districts Neelum, Muzaffarabad, Bagh
and Poonch.
The intended commencement date is December 2005 and the period
of execution will be 20 months from this date.
Your tasks:
The Teamleader will have the following tasks:
? Assist the DoH of AJK in rational planning and use of infra-
structure, equipment, medical drugs, human and financial re-
sources;
? Support to improve institutional and managerial capacity;
? Support to strengthen regulatory and supervisory activities by
health authorities;
? Identify and implement mechanisms to ensure the most effective
use of essential health care packages at the relevant level,
avoiding bypassing the primary level and establishing rational
referral systems;
? Identify opportunities for efficient partnerships with local
private and NGO organizations;
? Elaborate and implement a market-oriented Human Resources Man-
agement system;
? Elaborate and implement out-put based and other incentive sys-
tems in order to ensure availability and motivation of qualified
staff as well as functioning systems of quality assurance in-
cluding supervision and re-training;
? Identify and implement pro-poor mechanisms in order to ensure
physical and financial access
There will be a pool of international short term experts for
special tasks.
Your qualification:
* University training in medicine, public health, management in
the health care delivery sector;
* Technical health care delivery skills and managerial skills;
* Self-starter used to operating under difficult circumstances
with high energy;
* A tenacious, proactive and team player;
* A proven track record of at least 5 years of health care sys-
tem development;
* Working experience in international projects of at least 10
years, 5 years in Asia, experience in Pakistan will be an asset;
* Working experience in rehabilitation projects will be a plus;
* Fluency in English.
