Hello again Jeff,

I agree with you on most of your points. I suppose I do not psy-
choanalyze the imbedded causes to any great degree. I try to
think in terms of what will get a job done and work toward that
goal in as direct of manner as possible. I am very pleased to
see real dialogue surfacing on this site without the negative. I
hope that this will continue in a candid and fruitful manner,
the people of Africa deserve to have a healthy and prosperous
life just like other places.

Just to clarify a bit more, on the who's in charge thing, I
agree that anemologists should not be in charge also. They are
to analyze and put forth recommendations, but they must be left
to do their work without being hampered by outside interests
etc. I used that example to make that point, the contractor is
ultimately in charge and the projects success is the contractors
responsibility. The contractor naturally will be armed with the
necessary tools and knowledge to insure a reasonable success and
documentation to show that end. This in turn keeps outside in-
fluences to a minimum.

I realize that some government involvement is a necessity but
keeping government out of the day to day operations will help
everyone involved keep things going smoothly and in a forward
direction.
