I cannot help directly... but your inquiry prompts a question
from my end.

In the message you have posted you say ".... that have clear,
focused objectives."

Can I get your take on the value of clear, focused objectives?
In the work that I have done over the years in the relief and
development sector, and before that in the corporate world, I
found that most of the time the defined objectives were working
at cross purposes to the real goal of the project or organiza-
tion.

I am wondering to what extent the definition of objectives by
the experts from the 'global north' has contributed to an allo-
cation of resources to what the 'north' sees as priority while
the 'south's' priorities are totally unaddressed.

Eventually I hope that the Tr-Ac-Net database will have enough
data from communities that this question can be addressed... but
in the meantime I would be interested in your own thinking on
this matter.

Any thoughts on this?
